Bobby whistles are items dropped by Bobbies and can be used by the player by equipping it and pressing "F" or whatever key the player might have assigned to the action.
Blowing the whistle will startle anyone within hearing range (even other bobbies) and make them look around, bringing a considerate amount of attention towards you.
